            Sub: Officiating arrangement in the grade of                  

                                 SDE(Telecom)  – Reg.

 

                              *******

           The officiating arrangement in the grade of SDE(Telecom) is hereby ordered in respect of  the  JTOs listed in the ANNEXURE with immediate effect.

            This local officiating arrangement is made on temporary basis and this will not confer any right on them to continue in the post/station/grade.

                        These arrangements are purely temporary and not likely to exceed 180 days.

            The officers may be reverted automatically on the 179th day of officiating or regular incumbent joins whichever is earlier without awaiting orders from this office. However the date of completion of 180 days of officiating may be intimated to this office well in advance.

            In case any disciplinary/vigilance case is pending or contemplated against any of the official or any punishment like stoppage of increment is current, the officiating arrangement should not be given effect to, in respect of the officer and the fact should be intimated to this office immediately.

                      In case any of the officer is not willing and does not join the new post, the order will automatically stand cancelled in respect of the officer and the officer  will be debarred for period of one year  as stated above.

                            SSA Heads will identify the actual station of posting within the SSA,  as per the existing guidelines in vogue.

                             For gainful deployment of staff, sharing of shortages, even distribution of staff etc., as per the guidelines issued vide BSNL Corporate Office, New Delhi letters No. 250-7/08-Pers.III dated 20.3.2008 and 400-71/2008-Pers.I dated 29.4.2008 and conveyed vide this office letter No. TSA/11-1/98 dated 9.6.2008 need be followed and regulated vide new transfer policy notified vide BSNL Corporate Office, New Delhi Letter No.6-1/2007-Restg. dated 7.5.08.  Hence, SSA Heads are requested to carry out the exercise and allot the place of posting to the eligible officers following the criteria specified in the ‘Employees’ Transfer Policy’/Seniority etc.

                    If any JTO is not inclined to accept the offer, he may be asked to intimate his/her unwillingness in writing immediately.

                     The pay fixation will be governed by the guidelines contained in the Time Bound Promotion Policy, circulated vide BSNL Corporate Office   Order No.400-61/2004-Pers-I dated 18/01/2007 and subsequent clarifications thereon dated 30.05.2007.

           A consolidated report on the date of assumption of charges by the JTOs may be sent to this office immediately by the SSA administration, and individual charge reports may not be endorsed.

                                      The above officers should serve in the new stations for a minimum period of two years before seeking transfer to any other Station/Unit.

                                      The heads of SSAs may relieve the officers immediately so as to join the new posting and assume charge as SDEs on officiating basis within 10 days as per the instructions given vide this office memo no TSA/11-15/2008 dated 06.09.08.

                            As per the guidelines issued under BSNL Transfer Policy, the above officers are eligible for transfer benefits.

                                     The officers at SL.NO.3 and 12 presently officiating as SDE may be reverted as JTOs before relief from their present station. On reporting to the recipient SSA as JTO, they are ordered to officiate as SDEs at the stations allotted by the heads of SSA, under the conditions mentioned in this office Memo No TSA/11-15/2008 dated  07-08-08  until further orders. This officiating period will be reckoned as part of officiating spell starting from 06.09.08.

                                The actual date on which the above order is given effect to may be intimated to this office. The copies of charge reports may be forwarded to all concerned.
